ATLANTA, Ga. (April 3, 2024) – Neel-Schaffer is excited to announce the hiring of seasoned Hydraulics and Hydrology Engineer Thomas Lin, PE, to serve as the firm’s East Region H&H Lead.

With an extensive background spanning 17 years in consulting engineering, Thomas has an impressive track record, having completed nearly 300 drainage, MS4 and H&H reports or projects, primarily for the Georgia Department of Transportation (GDOT).  “I know these deliverables inside and out,” said Thomas.

Thomas’ experience with GDOT was a critical factor in his selection as the East Region H&H Lead. Chris Sellers, PE, Executive Vice President for Neel-Schaffer’s East Region, said: “With Thomas joining our team, his Georgia experience will be invaluable on the Special Drainage contract. Also, his expertise from working in multiple states enhances our ability to integrate our services across our offices in different states. For our clients, this translates into more comprehensive, innovative solutions.”

In addition to the Georgia DOT, Thomas has provided services to the DOTs in Tennessee, Florida, Texas, Alabama, and North Carolina.

“I am excited to work with Thomas as he leads our East Region H&H group,” said Mike Phillips, PE, CFM, a key leader in the firm’s H&H group. “We have built a very strong H&H team across the company, and Thomas will play a pivotal role as we seek to further strengthen our position in the Water Resources market while enhancing the services we offer to our existing clients in the East Region and beyond.”

Based in the firm’s Atlanta office, Thomas will oversee H&H personnel and projects in Georgia, Tennessee, Florida, Alabama, South Carolina, and North Carolina. He is a Registered Professional Engineer in Georgia and holds a Bachelor of Science degree in Civil Engineering from the Georgia Institute of Technology.
