Jim MacLellan adds diverse engineering experience to Neel-Schaffer’s Columbus office

COLUMBUS, Miss. (April 23, 2024) – Neel-Schaffer is excited to announce that Jim MacLellan, PE, BCWRE, has joined our Columbus Office as a Senior Project Manager.

Jim brings a wealth of experience to Neel-Schaffer, having spent over 30 years in civil engineering as both a project engineer and project manager. As an Army veteran, Jim’s commitment to excellence and leadership is evident in everything he does.

Jim’s unique background includes state government, private sector consulting, and international municipal government management and engineering design.

He spent 21 years in various positions with the Mississippi Department of Environmental Quality, where he contributed significantly to environmental and infrastructure projects across the state. His final position with the MDEQ was Director of the Dam Safety Division.

He served for nearly three years as the Town Engineer for the Town of Bulembu in Eswatini, where he gained valuable insights into international engineering practices.

In his most recent private consulting position, Jim modeled and designed a multi-stage stormwater management system for a $51 million distribution warehouse site with the additional challenge of handling off-site, upstream runoff from industrial sites that were constructed before current stormwater regulations were established.

Jim’s expertise will enhance Neel-Schaffer’s ability to provide innovative solutions to clients in the Columbus area and beyond, particularly in the areas of stormwater management, and water and sewer rehabilitation and development.

Jim holds a BSCE from Mississippi State University. He is a licensed Professional Engineer (PE) in Mississippi and a Board-Certified Water Resources Engineer (BCWRE).
