BATON ROUGE, La. (April 2, 2024) – Neel-Schaffer is excited to announce that Clarke Chauvin, PE, PTOE, PMP, has joined our Baton Rouge Office as a Senior Project Manager. Clarke is an accomplished professional with 13 years of experience in transportation engineering, specializing in Intelligent Transportation Systems (ITS), traffic signal design, and traffic studies.
Clarke’s career spans a variety of roles where he has been instrumental in the planning, design, and implementation of ITS solutions across multiple states. He has extensive experience working with the Louisiana Department of Transportation and Development (LADOTD), and his work has contributed to the modernization of transportation networks, improving traffic flow and safety for countless commuters.
As a licensed Professional Engineer (PE), Clarke has been at the forefront of designing and overseeing the installation of advanced traffic management systems. His expertise as a Professional Traffic Operations Engineer (PTOE) has enabled him to optimize traffic signals for better efficiency, and his certification as a Project Management Professional (PMP) shows a demonstrated ability to manage the people, processes, and business priorities of a project across various disciplines and methodologies.
In his new role at Neel-Schaffer, Clarke will leverage his extensive knowledge to lead projects that integrate cutting-edge technology into transportation systems for the LADOTD and municipal clients. His focus will be on enhancing the capabilities of ITS and traffic signals, as well as providing insightful traffic studies that drive strategic improvements.

Clarke is a Registered Professional Engineer in Louisiana and holds a Bachelor of Science degree in Civil Engineering from Louisiana State University.
