Theresa Carter, PE
Transportation Engineer
Theresa joined Neel-Schaffer in 1999 and holds PE registrations in Alabama and Mississippi. She has over 20 years of experience as a transportation engineer, including 10 as a project manager, and is based in the firm’s Birmingham (AL) office.
Her roadway design experience includes alignment designs; profiles and cross sections; analysis and design of hydraulic structures; hydrologic design; calculation of super-elevation rates; transition lengths; quantities, cost estimates, and earthwork volumes; traffic control, erosion control, and right-of-way plans.
Theresa also has structural design experience with Neel-Schaffer. Before joining Neel-Schaffer, she worked for the Mississippi Department of Transportation, where she helped analyze projects, target problem areas, and develop procedures to design bridges to MDOT specifications and standards.
In 2018, Theresa was honored by the Engineering Council of Birmingham when she was chosen to the Council to receive its Distinguished Service Award. Theresa was nominated for the award by the Birmingham chapter of the Society of Women Engineers, based on her continued service to the SWE, her church, and in her community.
