Keith joined Neel-Schaffer in 1994 and has more than 30 years of experience as a civil engineer and manager.
Based in the firm’s Jackson (MS) office, Keith manages Neel-Schaffer’s five Central Mississippi offices, overseeing a staff of more than 100 technical professionals in a wide array of engineering disciplines.
A Senior Vice President and member of the firm’s Senior Advisory Committee, Keith has engineering experience on numerous municipal, county, state, federal, and private commercial projects.
Keith managed the MS 463 reconstruction and bridge project for the City of Madison (MS), and has managed many other high-profile projects, including more than $100 million of site work for the construction of the Golden Moon Casino in Choctaw, and related commercial development for the Mississippi Band of Choctaw Indians. Keith also managed the $25 million Popps Ferry Road reconstruction project for the City of Biloxi. These were very complex projects with tight deadlines and involved managing and coordinating multiple disciplines and stakeholders.
Keith also managed our joint company (with Louis Berger International), Mississippi Resource Restoration Group, LLC, that assisted the MDEQ with the science, engineering and public outreach efforts for the Natural Resource Damage Assessment associated with the Deepwater Horizon oil spill in the Gulf of Mexico.
