Senior Engineer Manager
Jim joined Neel-Schaffer in 2005 and has more than 25 years of experience in municipal engineering (street, drainage, water and sewer) projects.
Jim holds PE licenses in Texas and Florida, and he serves as the Senior Engineer Manager of the firm’s Fort Worth (TX) office.
He has been responsible for more than 500,000 feet of sewer and water improvements and has provided project management, design engineering, studies and analysis, and/or construction management services.
Jim has completed more than 25 projects requiring Section 404 permits, 30 projects requiring TxDOT permits, 50 NPDES permit documents (individual and general) and 25 projects requiring FEMA submittals. Specific tasks have included permitting, modeling, planning, design, bidding, administration, construction management, land acquisition, utility coordination, surveying, geotechnical investigations, materials testing, environmental assessments (Phase I and II), estimates, financial advisement and public involvement.
