Kris Lightsey, PhD, PE
Engineer
Kris joined Neel-Schaffer in 2009 and in 2025 was named Engineer Manager of the firm’s Laurel (MS) Office. In this role, Kris oversees the office and manages key clients such as the City of Laurel and others in the community.
Kris is a Registered Professional Engineer in Mississippi and served as a Project Engineer and Project Manager for dozens of water, wastewater, and solid waste projects throughout the Pine Belt region of south Mississippi. He serves as Client Manager for the Pine Belt Regional Solid Waste Management Authority.
Kris holds a Master’s degree and a Doctorate in Civil Engineering from Mississippi State University. He is experience in developing contracts and bid documents, preparing technical specifications, performing design calculations, and project estimates. Kris is also experienced in coordinating with federal and state agencies for processing applications, acquiring grants and loans, and obtaining applicable permits for construction.
