Neel-Schaffer’s Chris Rubens, Jeff Walters earn DBIA Certification

JACKSON, Miss. (January 17, 2023) – As Neel-Schaffer continues to expand Alternative Delivery services for our clients, we are pleased to announce that Chris Rubens, PE, DBIA, and Jeff Walters, PE, Assoc. DBIA, have earned certification from the Design-Build Institute of America’s Certification Board.

DBIA Certification is the design-build industry’s highest designation. It signifies that Rubens and Walters have completed the DBIA’s comprehensive education and certification testing program and that they have at least two years of substantial, documented direct project experience in design-build project delivery. Additionally, DBIA Certification is the nation’s only measurable standard of an individual’s knowledge of the Design-Build Done Right principles vital to successful project delivery.

Rubens is a Transportation Design Engineer based in the firm’s Columbia, South Carolina, office. He joined Neel-Schaffer in 2019 and has 11 years of experience.

Walters serves as the Alternative Delivery Lead for the firm’s East Region. Based in the firm’s Tallahassee, Florida, office, Walters joined Neel-Schaffer in 2020 and has more than 37 years of experience.

Rubens is the seventh Neel-Schaffer employee to earn DBIA certification, joining Matt Lifsey, Graham Legate, Philip Sandel, Randy Roberts, Jennifer Peace, and Justin Wood. Walters is the second to hold Associate DBIA certification, joining Richard Sullivan, who manages the firm’s Tennessee Operation.
