Matt Lifsey named Carolinas Operations Manager for Neel-Schaffer

COLUMBIA, S.C. (May 9, 2019) – Neel-Schaffer, Inc., is pleased to announce that Matt Lifsey, PE, DBIA, has been named Carolinas Operations Managers and will oversee the firm’s operations and business development efforts in South Carolina and North Carolina.

A Vice President with the firm, Lifsey has served as South Carolina Operations Manager since joining Neel-Schaffer in 2016. He has nearly 30 years of project engineering and management experience, including 24 with the South Carolina Department of Transportation.

Lifsey will help Neel-Schaffer expand operations into North Carolina.

Since joining the firm, Lifsey has led a period of tremendous growth for Neel-Schaffer’s South Carolina operation. The firm is currently providing a variety of services for the SCDOT, including bridge and roadway design, among other unique engineering services. Additionally, Neel-Schaffer is part of the consulting team chosen by the SCDOT to perform construction management services for the upcoming $1.4 billion Carolina Crossroads project.

Lifsey helped develop the SCDOT’s Design-Build division in 2014. He leads Neel-Schaffer’s Design-Build Advisory Group, holds certification from the Design-Build Institute of America, and he has a unique understanding of best practices in every phase of Alternative Delivery methods, which includes perspectives from the owner as well as the private sector.

A registered Professional Engineer in South Carolina, North Carolina, Georgia, Florida and Tennessee, Lifsey holds a Bachelor of Science in Civil Engineering from Clemson University.
