David joined Neel-Schaffer in 1992 and is now a Senior Vice President with the firm.

He is one of Neel-Schaffer’s key business development executives, helping nurture repeat business while developing new clients throughout Mississippi and surrounding states.

David also offers consulting services to municipalities across Mississippi for all aspects of municipal government, from budgeting to operational programs to securing funding sources. He has been involved with funding public infrastructure for our clients for over 30 years, coordinating funding opportunities throughout the state and federal government.

David works with local governments throughout Mississippi to help clients in the funding plan for projects. This includes providing support on grant applications, building support of projects from federal, state, and local agencies, and working with funding agencies on the administration of the programs.

Being a registered Professional Engineer allows him to understand the technical aspect of projects.

Over the last several years he has assisted clients in securing over $250 million in funding from sources such as SRF, MARAD PIDP, RESTORE, RAISE, BUILD, TIGER, GCRF, SRF, CDBG, SS4A, ARPA, GOMESA, CAPX, and others.

Prior to joining Neel-Schaffer, David worked for four years as a street and drainage engineer with the City of Jackson (MS). From 1995-2001, he helped establish Neel Schaffer’s office in Columbus, MS.

Since returning to the corporate office, he has held a variety of positions, including serving as a Project Engineer and Project Manager involved in the planning and design for numerous solid waste, water, and wastewater projects. David is familiar with 404 permitting, NPDES storm water permits, solid waste regulations, and other governmental regulations. He has helped develop new utility districts and modifications to existing organizations.

David is active in the Mississippi chapter of the American Council of Engineering Companies, serving as the ACEC-MS’s National Director for 2017-18. David is a graduate of the Leadership Jackson program, and he served on the Board of Directors for the Metro-Jackson YMCA.
