NASHVILLE, Tenn. (May 23, 2024) – Neel-Schaffer is excited to welcome Mike Biggs, PE, CPESC, as the firm’s new Operations Manager for Tennessee.
Mike brings a unique blend of over two decades of expertise in transportation engineering and project management and a proven track record of success in Tennessee, making him an invaluable asset to our team.
In his new role, Mike will oversee engineering operations across the company’s Tennessee offices, bringing his extensive expertise in highways, interchanges, drainage systems, and comprehensive transportation planning. His technical skills and operational expertise position him as a key leader in Neel-Schaffer’s continued growth and expansion throughout Tennessee.
Mike assumes the position previously held by Richard Sullivan, PE, Assoc. DBIA, who is taking on the role of Tennessee Business Development Lead. This strategic shift allows Richard to focus on leveraging his deep industry connections and expertise in client engagement, enhancing our dedication to client focus through innovation and excellence.

Mike is a Registered Professional Engineer in Tennessee. He is a Certified Professional in Erosion and Sediment Control (CPESC) and holds a BSCE from Louisiana Tech University.
