JACKSON, Miss. (December 19, 2022) – Neel-Schaffer has promoted Graham Legate, PE, DBIA, to fill the new role of Construction Management Practice Leader.
Neel-Schaffer’s staff of Construction Engineers and Inspectors has grown to more than 100 across the company’s nine-state footprint. In this new role, Legate will be responsible for supporting all operations and business development as well as other needs for all Construction Management and Inspection staff.
“Graham’s experience with Neel-Schaffer and his time in the construction industry makes him the perfect fit for this role as we continue to expand our Construction Management Practice,” said Chief Operations Officer Robert Walker, PE. “Graham has already worked with many of our construction managers across the company, helping them with scheduling and other construction related issues. We see this as a seamless transition into this role where he will now be working daily with our construction management groups.”
Legate has 15-plus years of experience in Transportation/Construction design and management, including nearly 13 years in two different stints with Neel-Schaffer. In between those stints with Neel-Schaffer, he worked for three years for a regional construction company where he specialized in major interstate reconstruction projects with high traffic volumes and detailed traffic control requirements.

Legate is a graduate of the University of Mississippi School of Engineering with a Bachelor of Science degree in Civil Engineering. He holds DBIA certification from the Design Build Institute of America and he is a Registered Professional Engineer in Mississippi, Louisiana, Texas, Georgia, South Carolina, and Arkansas.
