COLUMBIA, S.C. (April 6, 2022) – Neel-Schaffer, Inc., is pleased to announce that Dennis Townsend, PE, CPM, has joined the firm and will serve as South Carolina Construction Services Manager.
Townsend has 39 years of experience, including 32 with the South Carolina Department of Transportation and seven with another consulting firm.
His SCDOT experience included 13 years as a Resident Construction Engineer and 13 as a District Engineering Administrator. In those roles, he managed over 700 employees in eight counties to provide roadway and bridge maintenance on over 7,000 lane miles of roadway and 1,450 bridges. He also oversaw construction inspection and management of projects ranging from resurfacing to $250 million design-build projects. Townsend was responsible for protection of SCDOT’s right-of-way, facilities, and assets for the district. As District Engineering Administrator, he was responsible for conflict resolution with contractors, governmental agencies, and permit approvals for traffic signals and access management.

Townsend is a registered Professional Engineer in South Carolina and North Carolina and is a Certified Public Manager in South Carolina. He is a graduate of Clemson University, with a Bachelor of Science in Civil Engineering.
