Mandy joined Neel-Schaffer in 1997 and now serves as Lead Client Manager for the firm’s Laurel (MS) Office.

Mandy transitioned into her current role in late 2025 after serving for more than 15 years as the Laurel Office Engineer Manager. As Lead Client Manager, she works closely with the City of Laurel while also seeking to develop business relationships with new clients in the Laurel and Jones County communities. She also manages select large projects, such as the $25 million RAISE Grant-funded Laurel Streetscape project that was ongoing as of March 2026.

Mandy is a Registered Professional Engineer in Mississippi and has over 20 years of experience in project development, planning, feasibility studies, cost estimating, funding applications, right-of-way acquisition, permitting, bidding, construction administration and client management.

Mandy’s diverse project portfolio includes wastewater management, industrial and residential water supply, storm water management, and erosion control projects. She has also aided in the design of transportation projects, civil site designs, and transportation enhancement projects. Mandy is very familiar with funding sources such as CDBG, SRF, NRCS, and STP.
