David Freni, PE
Senior Project Manager
David joined Neel-Schaffer in 2021 and serves as a Senior Project Manager and the Engineer Manager for the firm’s office in Chipley, FL.
David has 28 years of transportation and site development engineering experience. He has served as the Project Manager or Engineer of Record for numerous transportation design and PD&E projects throughout northwest Florida for the Florida of Department of Transportation District 3, the City of Tallahassee, and Blueprint2000 Intergovernmental Agency.
He has served as the Project Manager for many large, multidisciplinary projects that required coordination with numerous subconsultant firms. He has worked with clients ranging from state DOTs to regional economic development alliances to counties, municipalities, and private developers.
