JACKSON, Miss. (Oct. 7, 2026) – Neel-Schaffer’s David Bowman, PE, has been appointed by Gov. Tate Reeves to the Mississippi Board of Licensure for Professional Engineers and Surveyors, joining the professionals entrusted with upholding engineering and surveying standards and protecting the public across Mississippi.
The Board establishes and enforces the qualifications required to practice engineering and surveying in the state. Through licensure, professional oversight, and disciplinary authority, it helps safeguard life, health, and property while maintaining the integrity of both professions.

David brings more than three decades of engineering experience to the appointment. Since joining Neel-Schaffer in 1992, he has helped communities address water, wastewater, and infrastructure needs, including supporting rebuilding efforts along the Mississippi Gulf Coast following Hurricane Katrina. He has also remained actively involved in the American Council of Engineering Companies of Mississippi.
His commitment to the profession has deep family roots. David’s grandfather was among Mississippi’s earliest licensed Professional Engineers, instilling in him an appreciation for both the responsibilities of engineering and the importance of service.

This appointment is an opportunity to carry that legacy forward by giving back to the profession and helping uphold the ethics and standards of engineering.”
David joins Neel-Schaffer colleague Steve Twedt, PE, on the Board, continuing the firm’s longstanding involvement in professional leadership and service. Steve has served on the Board since 2016, including a term as President from 2019 to 2020, and currently serves as Vice President. Gov. Reeves also reappointed Steve to a term ending June 30, 2028.
This is David’s first appointment to the Board. His term expires June 30, 2029.
