Graham rejoined Neel-Schaffer in 2025 and leads Neel-Schaffer’s aviation practice with insight gained from the public and private sectors, offering clients a comprehensive understanding of airport development and compliance.
He began his engineering career with Neel-Schaffer before spending nine years with the Federal Aviation Administration. At the FAA, he served in multiple roles dealing with engineering, compliance, and management, which gave him insight into all aspects of aviation including leases, grant assurances, engineering standards, and capital development planning.
Most recently as Memphis ADO acting manager, he was responsible for oversight for two state block grant programs and over $537 million in annual grant funding across various federal programs and played a key role in the delivery of complex infrastructure projects, including the $1 billion Parallel Runway Program at Charlotte-Douglas International Airport.
With wide ranging public and private experience in engineering, Graham bridges the gap between regulation and execution, making him a steadfast ally to help our clients deliver their vision.
