Phil Ravotti, Chloe Dean and Jonas Kelly Bring Extensive Design-Build Experience as Neel-Schaffer Expands East Region Alternative Delivery Program

ATLANTA, Ga. (November 10, 2025) – Neel-Schaffer is pleased to announce three key hires who significantly enhance the firm’s commitment to the Alternative Delivery market sector.

Phil Ravotti, PE, DBIA, is the firm’s new East Region Alternative Delivery Leader. He brings 19 years of experience and an extensive background in delivering Design-Build/Alternative Delivery projects throughout Georgia and the Southeast.

Senior Roadway Engineer Chloe Dean, PE, DBIA, has 15 years of experience working with Design-Build/Alternative Delivery projects.

Jonas Kelly, PE, is a Project Manager with nine years of experience.

The three are based in Neel-Schaffer’s Atlanta Office and provide services across the firm’s East Region footprint that includes Georgia, Alabama, Florida, Tennessee, South Carolina, and North Carolina.

These additions will help Neel-Schaffer build on recent successes the firm has had with Alternative Delivery projects across the Southeast, which include award-winning projects for the departments of transportation in Georgia and Tennessee.

With the addition of Phil and Chloe, Neel-Schaffer now has nine engineers who are certified Design-Build professionals through the Design-Build Institute of America. The firm also has two Associate DBIA-certified engineers.

Phil Ravotti, PE, DBIA

Phil holds a BS in Agricultural Engineering, with a structural emphasis, from the University of Georgia and is a certified Design-Build professional. Phil started his career in 2006 and advanced from Engineer to Senior Engineer to Director of Alternative Delivery for an Atlanta-area consulting firm. “The Design-Build process is exciting because it provides so many opportunities to be creative,” Phil offered. “Often, the solutions we design today are headed to construction tomorrow, and it’s great to see things happen so quickly.”

Chloe Dean, PE, DBIA

Chloe has more than 15 years of transportation design experience and is also certified by the Design-Build Institute of America. She is proficient in the use of multiple design software packages, including MicroStation, InRoads and OpenRoads Designer. She is also highly knowledgeable of national and state design manuals (GDOT, AASHTO, DPM, and MUTCD) and has extensive experience in leading roadway design for GDOT and Design-Build projects. She holds a BS in Civil Engineering Technology from Southern Polytechnic State University.

Jonas Kelly, PE

Jonas has served as an Associate Project Manager during the last six years, gaining valuable experience on Design-Build projects such as interchange ramps, roundabouts, bridge replacements, drainage, and multi-use paths. Jonas holds a BS in Civil Engineering from Kennesaw State University and is very active in professional organizations, helping shape policies and procedures of the industry. He is a member of the Georgia ACEC GPTQ Utility Coordination Subcommittee, the ACEC GUCC GHCA GDOT Preconstruction Subcommittee, and the ACEC GPTQ Alternative Delivery Subcommittee.
