Kabrina Webb Joins Neel-Schaffer’s Growing Aviation Team in Tennessee

MURFREESBORO, Tenn. (June 2, 2025) – Neel-Schaffer is pleased to welcome Airport Planner Kabrina Webb to the firm’s Murfreesboro office as a key addition to our growing aviation team. Kabrina brings more than 14 years of experience in airport planning, procurement, airline operations, and air traffic control, offering a unique and comprehensive perspective that will strengthen our aviation services throughout the region.

A Nashville native, Kabrina has built a career in airport operations and strategic planning. She previously served in the Tennessee Department of Transportation (TDOT) Aeronautics Division, where she played a critical role in creating the state’s first Airport Operations Monitoring System Grant Program and helped develop TDOT’s airport project prioritization scoring method.

Most recently, Kabrina worked as a Community Planner for the Federal Aviation Administration (FAA) in the Memphis Airports District Office (ADO). In this role, she guided the development of Airport Layout Plans (ALPs), Capital Improvement Plans (CIPs), and project justifications for both commercial service and general aviation airports across Kentucky and North Carolina. She also served as an FAA liaison on an Airport Cooperative Research Program panel, focused on staffing solutions for airport operations teams.

“We are so excited to have Kabrina join our aviation team,” said Graham Coffelt, PE, Neel-Schaffer’s Aviation Discipline Lead. “If you have had the pleasure of working with Kabrina in the past you know she is passionate about airports and really cares about doing what is in the best interest of the airport. She embodies our values of Care, Service, and Excellence and looks to give back whenever she can. She will really help us grow in Tennessee by leveraging her knowledge of both FAA planning and the Tennessee State Block Grant Program.”

Kabrina holds a B.S. in Aeronautical and Industrial Technology from Tennessee State University and a M.S. in Aviation Administration from Middle Tennessee State University. Throughout her career, she has remained active in giving back to the industry and her community, volunteering with Girls in Aviation Day and supporting research to address staffing challenges at U.S. airports.

“I’m thrilled to join Neel-Schaffer and continue supporting airports in a consulting role,” said Kabrina. “Helping airports navigate their planning and development needs has always been a passion of mine, and I’m excited to contribute to a team that shares my values and commitment to service.”

Kabrina’s deep understanding of FAA processes, state-level programs, and operational needs will be instrumental in furthering Neel-Schaffer’s mission to provide strategic, client-centered aviation solutions across its nine-state footprint.
