JACKSON, Miss. (May 16, 2025) – We are excited to announce news of a new chapter of leadership at True North Emergency Management, a fully owned subsidiary of Neel-Schaffer. These updates reflect the expanding role of emergency management within our firm and are designed to strengthen client delivery, improve internal coordination, and support growth.

Congratulations to the following leaders on their appointments:
Victoria Kelley – Senior Vice President
Victoria will continue leading all aspects of True North’s disaster debris monitoring operations and will now take on broader executive responsibilities as Senior Vice President. In this role, she will focus on growing operational capacity, advancing technology solutions, building high-performing teams, and expanding client partnerships. Victoria brings over a decade of experience in disaster response and has managed more than 50 activations across the country.
Nelson Lucius – Vice President of Strategy
Nelson will guide long-term planning and business strategy for True North. With the evolving federal landscape, he will consult on funding updates and resource allocation, assist with prepositioning strategy, and provide insights on public assistance planning. Nelson will also contribute to targeted business development efforts. With over 30 years of experience in engineering and disaster recovery, he has led many large-scale response projects across the U.S.
Richard Sosebee – Vice President of Operations
Richard will oversee operations for all active recovery efforts, supporting project managers and ensuring the firm’s operational readiness. He will lead mobilization efforts, coordinate field deployment, and help position the company to respond rapidly when disasters strike. With nearly 20 years in debris management, Richard has led efforts involving more than 55 million cubic yards of debris and brings deep experience managing complex, multi-state events.
Dade Duke – Vice President of Information Systems
Dade will manage the systems and platforms that support field operations and data reporting, ensuring our teams have the tools they need to respond quickly and accurately. Since joining True North in 2016, he has helped streamline QA/QC processes and strengthen data management across numerous disaster events.
Kingsley McCallum – Vice President of Business Development
Kingsley will lead client engagement and business development efforts, focusing on growing True North’s presence in existing and new markets. With nearly 30 years of experience, he has played key roles in housing recovery, wildfire response, and hurricane recovery efforts across the country.
