Neel-Schaffer Names Clarke Chauvin as Intelligent Transportation Systems Practice Lead

Jackson, Miss. (March 23, 2026) — Neel-Schaffer is pleased to announce that Clarke Chauvin, PE, PTOE, PMP, has been named the firm’s Intelligent Transportation Systems (ITS) Practice Lead. In this role, he will help guide the firm’s growing ITS practice, supporting clients with innovative solutions that improve safety, mobility, and system performance across transportation networks.

Clarke joined Neel-Schaffer in 2024 and served as a Traffic Senior Project Manager based in the firm’s Baton Rouge, Louisiana, office. He brings 13 years of experience focused on ITS, traffic signal design, and traffic studies, along with a strong background delivering projects for the Louisiana Department of Transportation and Development (LADOTD) and the Alabama Department of Transportation (ALDOT).

Clarke has long been a passionate advocate for ITS. His experience spans every stage of traditional ITS engineering, from planning and analysis to design and construction, as well as maintenance and upgrades. He has helped pioneer new technology deployments, including Louisiana’s first adaptive signal corridor, the state’s first connected vehicle corridor, safety bays along the world’s longest bridge, and most recently, developing new AI applications to increase intersection safety.

“Clarke has both the technical background and the field experience that really matter in ITS,” said Nick Ferlito, PE, PTOE, an Executive Vice President who serves as Neel-Schaffer’s Louisiana Area Manager. “He understands what it takes to make these systems work in real-world conditions and support agency operations. He’ll play a key role as we continue to build this area.”\

As ITS Practice Lead, Clarke will focus on advancing Neel-Schaffer’s capabilities in the planning, design, and deployment of transportation technologies, including connected vehicle systems, traffic signal systems, and integrated corridor management solutions. His work will support agencies as they navigate increasing demands on transportation systems with practical, scalable solutions.

Clarke earned his Bachelor of Science in Civil Engineering from Louisiana State University, where he also gained early experience as a co-op engineer with LADOTD.
