COLUMBIA, S.C. (June 26, 2025) – We are excited to announce that Chris Rubens, PE, DBIA, has been promoted to Transportation Lead for Neel-Schaffer’s South Carolina Operations.
Chris joined Neel-Schaffer in 2019 and has nearly 15 years of experience as a Transportation Design Engineer. He has worked on a wide variety of roadway and other transportation projects for Neel-Schaffer and is currently the lead roadway design engineer for an emergency design-build bridge replacement package for the South Carolina Department of Transportation that includes four bridges.
“Chris is an excellent transportation engineer with deep knowledge and a strong track record,” said Philip Sandel, PE, DBIA, Neel-Schaffer’s South Carolina Operations Manager. “In this new role, he’ll continue to design and manage projects, while also providing oversight for all transportation design projects out of the South Carolina office. He’s also a natural mentor and teacher, qualities that will be invaluable as he guides and supports his team.”

Chris is a Registered Professional Engineer in South Carolina and holds a Bachelor of Science and a Master of Science in Civil Engineering from Clemson University.
