Mississippi Phosphate Phase II ESA |
Pascagoula, MS
The Mississippi Department of Marine Resources retained
Neel-Schaffer to perform a Phase II ESA of a parcel in
Pascagoula (MS) that was previously used as a facility
lagoon by Mississippi Phosphate Corporation, a listed
Superfund site, and as a refinery tank farm by the Chevron
Oil Company. MPC desired to donate the site to MDMR,
but prior to taking ownership MDMR was seeking a clean
environmental report.
After extensive testing, Neel-Schaffer expressed the
opinion that elevated phosphate in soil and elevated
phosphate in the adjacent Bangs Lake water constitute a
recognized environmental condition, according to ASTM Underground Storage Tank Removal
E1527-13 Standard Practice for ESAs. In January of 2018, and Site Remediation | Tallahatchie

Environment Quality, Neel-Schaffer provided the following:
• Work plans and cost estimates
• Environmental Site Assessments
• Geo-probe and installment and closure of monitoring
wells according to MDEQ Office of Land and Water
Regulations
• Soil and groundwater assessments and remediation
activities
• Remedial plans and specifications
• Supervision of the UST removal and site remediation
• Site assessment and remediation reports
Site remediation was completed to the satisfaction of the
MDEQ, which issued a No Further Action.
