Neel-Schaffer has partnered with C Spire, a Mississippi-based wireless and technology company, for over 15 years to
support network development and technology upgrades. Neel-Schaffer provides critical services during the planning and
implementation phases to ensure that infrastructure needs meet technology demands. Our experienced and diverse team
evaluates zoning and permitting requirements, infrastructure capacity, environmental sensitivities, and constructibility concerns
to help the C Spire team plan and program major network deployment and upgrades.
From Project Management through construction, Neel-Schaffer’s Site Acquisition and engineering teams self-perform all the

necessary services to ensure a streamlined but thorough A&E process that supports the carrier’s market goals. Our experience
as a municipal engineering firm has been vital to expediting permitting through understanding city needs and earning their trust.

Neel-Schaffer has developed a niche market assisting cities
and counties who own and operate telecommunications
infrastructure. Each situation is different, but many cities
have developed ordinances that require towers to be
placed on municipal-owned property, resulting in revenues
to the city, but also specialized tower management and
engineering service needs that traditional municipal
engineering programs cannot support. Our diverse
team has provided a wide variety of services, including
tower, small cell, and fiber ordinance development,
lease management, tower application review, structural

analysis, construction oversight, drone assessments,
tower inspections, engineering design, carrier liaison, and
migratory bird management. Our clients have included the
cities of Jackson and Flowood in Mississippi, Sanford and
Deltona in Florida, Forest Hills, TN, and Mobile County, AL.
