Senior Storm Water Engineer
Tom joined Neel-Schaffer in 1998 and has more than 40 years years of experience, including 20 years with the Nashville District Corp of Engineers in the Hydraulics and Hydrology Branch.
Based in the firm’s Nashville (TN) office, Tom is experienced in all phases of water resources engineering, including planning, design and preparation of plans and specifications for local protection projects, multi-purpose locks and dams, and all types of flood reduction alternatives.
His experience includes all phases of water resource engineering, including the planning and design of hydraulic structures, highway drainage projects and multi-purpose water resource projects.
Tom is skilled in the use of hydraulic modeling software such as HEC-RAS, HEC-6T, HEC-2, HEC-IFH and MIKE URBAN SWMM. He has conducted breech analyses for hydraulic structures. He is also proficient in the use of ArcView for GIS applications.
He is thoroughly familiar with Corps of Engineers design criteria, policies and procedures. He assisted numerous communities with NPDES permits and in developing storm water ordinances and management programs.
