Roy joined Neel-Schaffer in 2015 and has nearly 20 years of consulting experience in water treatment and distribution, wastewater collection and treatment, civil site design, flood protection, drainage, and other water resources.

Working out of the firm’s Mandeville (LA) office, Roy holds PE registrations in Louisiana, Mississippi, Texas, Arkansas, and Alabama.

Roy has extensive experience working with state and federal programs. He served as Program Manager for the Sewerage and Water Board of New Orleans’ Water Restoration Program, which worked with FEMA to rehabilitate crucial power and water infrastructure following the damage wrought by Hurricane Katrina-induced flooding.

Additionally, he was the assistant Program Manager on the Board’s Hazard Mitigation Grant Program, aimed at hardening infrastructure against future hurricane events. He also performed various roles in the Board’s Sanitary Sewer Evaluation and Restoration Program, serving most recently as Design Manager. This program was directed under an EPA Consent Decree.
