Mark joined Neel-Schaffer in 1986 and has more than 35 years of engineering and project management experience, specializing in traffic and transportation engineering.
In 2013, Mark was promoted to Quality Assurance Officer for Neel-Schaffer. He is responsible for development, implementation and auditing of the Neel-Schaffer Quality Assurance Program. Mark also manages the company’s insurance programs and legal matters. He performs annual quality assurance audits, which include review of project contracts and agreements, project plans, quality control procedures and quality control documentation. Mark provides a quarterly quality assurance update, prepares quality assurance articles for our company newsletter and provides periodic quality control training.
Working out of the firm’s Jackson (MS) office, Mark has managed more than 25 major roadway and interchange projects for the Mississippi Department of Transportation, the Alabama Department of Transportation, the Federal Highway Administration, and numerous cities. He managed several projects involving interstate/freeway design, four-lane divided arterial and rural design, and four- and five-lane urban design. Mark also designs traffic signals, signal systems ITS elements and street lighting. He has been responsible for construction and/or operational improvements for more than 1,000 signalized intersections. He also performs traffic impact and operations studies for municipalities and private developments.
