Keith Carr, PE
Senior Structural Engineer
Keith joined Neel-Schaffer in 2012 and has nearly 30 years of experience as a Structural Engineer.
Based in the firm’s Jackson (MS) office, he is a registered PE in Mississippi and is a certified bridge inspector, including underwater bridge structures. He has been an integral member of the Neel-Schaffer’s Fracture Critical/Complex Bridge Inspections and Load Rating team since joining the firm.
Keith joined Neel-Schaffer after retiring from the Mississippi Department of Transportation with 25 years of service as a Structural Engineer in the Bridge Division. At MDOT, Keith was the State Bridge Engineer at retirement, responsible for bridge, structural, and hydraulic design, bridge design and construction project management, as well as management of the bridge load rating and inspection program and the MDOT National Bridge Inspection inventory system.
Keith also developed and managed the MDOT Statewide Bridge Replacement and Prioritization Program. He has been a member of the AASHTO Subcommittee on Bridges and Structures and served on the AASHTO SCOBS Technical Committee T-17 Welding.
