Jessica Dilley, PE
Jessica joined Neel-Schaffer in 2019 and has over eight years of experience as a Transportation Engineer and Planner.
Based in the firm’s Jackson (MS) office, Jessica is a Registered Professional Engineer in Mississippi. She has extensive experience in transportation planning and modeling, including using TransCAD transportation models to determine capacity needs, analyze impacts of new roadway alternatives, perform cost-benefit analysis, execute road user costs, conduct capacity analysis, and help in the decision-making processes.
She is also experienced in conducting traffic analysis using Vissim, Synchro, Corsim, and HCS to analyze traffic operations, signal warrants, highway capacity, intersection operations, traffic volumes, and/or traffic safety in order to determine needs and deficiencies.
Prior to joining Neel-Schaffer, Jessica worked for the Mississippi Department of Transportation for eight years. She held several positions at MDOT, serving most recently as an Assistant State Planning Engineer, where her responsibilities included identifying transportation planning and feasibility project needs throughout the state.
In 2018, Jessica was presented with the Distinguished Alumni Award by the University of Mississippi Civil Engineering Department, and in 2017 she received the Young Engineer of the Year award from the Mississippi Engineering Society.
