Water/Wastewater Discipline Manager
David joined Neel-Schaffer in 1993 and serves as the Water/Wastewater practice leader for the firm, based in the firm’s Atlanta (GA) office.
A Senior Vice President with the firm, David holds PE registrations in Florida, Georgia, South Carolina, and New York.
His more than 40 years of experience includes management responsibility in a broad spectrum of municipal and private infrastructures in areas such as: civil, water, wastewater and reuse; water supply development using surface and groundwater sources; water, wastewater and reuse distribution system evaluations and design; and utility program financing.
Mr. Wright has extensive senior management experience in assessments, planning, and designs for solid and industrial waste management programs. He has also served for more than 30 years as an expert witness for numerous complex legal cases, representing a number of municipal and private clients.
In addition, Mr. Wright has served as Project Manager, Principal, and Senior Advisor for numerous waste load allocation studies and evaluations for the development of environmentally acceptable and allowable nutrient loadings from point and non-point discharges to streams, rivers, and reservoirs. Mr. Wright brings a wealth of knowledge of environmental capability with wastewater treatment, effluent loading determinations and system evaluations and modeling for point and non-point sources for the development environmentally acceptable discharges that achieve the mandated receiving waters standards.
Mr. Wright’s extensive program management experience and innovative leadership contribute to the highly qualified professional services provided by Neel-Schaffer. Mr. Wright is recognized for his program management expertise as exemplified by his experience managing programs that range in size from several thousand dollars to over $100 million. He has managed projects throughout the United States and Canada for communities with populations under 4,000 to those of several million.
