Chuck joined Neel-Schaffer in 1994 and has over 30 years of experience in planning and civil engineering.
A Vice President with the firm, he manages Neel-Schaffer’s Jackson (MS) Metro area Civil Engineering Department. His responsibilities include planning, supervision of design staff, coordination with clients, and management of the project budgets for general civil engineering projects for Neel-Schaffer.
Chuck works in our Ridgeland (MS) office and has considerable experience in the planning, design, and construction of general civil engineering projects, including land development projects, streets, water, sewer, and storm water collection systems. Recent experience includes management of design services for several large commercial retail centers.
He has also been responsible for the management of civil and environmental projects, including underground storage tank site investigations, storm water permitting, pre-purchase environmental assessments, soil and groundwater remediation, NPDES permitting, design and construction of water transmission and wastewater system improvements. He is experienced in supervision of engineering and CADD personnel and has worked closely with state regulatory agencies.
