Hydraulics & Hydrology Engineer
Charles joined Neel-Schaffer in 2017 and has nearly 40 years of experience as an H&H engineer.
Based in the firm’s Ridgeland (MS) office, Charles is a licensed Professional Engineer in Mississippi and Georgia who provides H&H services for the company’s clients and offices across the South. He is also a Certified Floodplain Manager, one of six CFMs in the company, and he is registered through the Association of State Floodplain Managers.
Charles has extensive experience as a project engineer on a wide variety of civil engineering projects, including comprehensive drainage studies, erosion control, storm water, dam inspections, pumping stations, floodplain mapping revisions, water distribution studies for military installations, and Corps of Engineer permits.
He has extensive experience in site development design for roadways and utilities, and drainage design for subdivisions, industrial sites, and commercial stores and administrative and maintenance facilities.
He was the FEMA Study Manager for the Mississippi Flood Map Modernization Initiative and Risk Map programs, and he once served as the Project Manager for Pascagoula (MS) Naval Station.
