Charles joined Neel-Schaffer in 2006 and has more than 20 years of experience as a Traffic Engineer, with expertise in the areas of Traffic Control Plans, Traffic Operations, Traffic Safety, Traffic Signal Design, ITS, and Transportation Engineering.
Based in the firm’s New Orleans (LA) office, Charles holds PE registrations in Louisiana and Texas. He manages a wide range of local and regional projects that vary in complexity from developing temporary traffic control plans for major construction projects and traffic signal timing plans to performing safety studies and traffic impact studies for public and private clients.
Prior to joining Neel-Schaffer, Charles was employed by the Louisiana Department of Transportation and Development, where he served as the State Traffic Engineer. Charles has extensive experience with managing and developing plans for traffic signals and temporary traffic controls as well as performing corridor analyses and Stage 0 Traffic Studies. Additionally, Charles has a very good working knowledge of the MUTCD and LADOTD’s policies and procedures.
While at LADOTD, he oversaw the development of the department’s Signal Design Manual, re-designed the department’s Temporary Traffic Control Details, and oversaw the redesign of the department’s Traffic Signal and Installation Details. Charles also had the responsibility of managing the department’s Statewide Traffic Retainer Contracts for Signals and Signs.
