Central Mississippi Water/Wastewater Manager
Phillip re-joined Neel-Schaffer in 2018 and manages the firm’s Central Mississippi Water/Wastewater division.
Based in the firm’s Jackson (MS) office, Phillip is a Registered Professional Engineer in Mississippi, Louisiana, Texas, Arkansas, and Alabama. He provides services to clients across Neel-Schaffer’s nine-state footprint.
Phillip has 25-plus years of experience in water and wastewater projects. he previously worked for Neel-Schaffer from 1992 through 2007, and from 2011-18 he served as President of Gibson Engineering, Inc.
Phillip has design and project management experience in potable water wells, elevated water storage tanks, ground storage tanks, water treatment plants, water treatment plant pump stations, potable water distribution systems, wastewater treatment plans, large and small wastewater pump stations, and wastewater collection systems.
Phillip has also overseen the construction phase of most of the projects he has designed, including one with a construction price tag of $108 million.
