LOCATION: Port of Bienville Industrial Park, Hancock County, Mississippi
Neel-Schaffer, Inc., among many key stakeholders, is pleased that PSL-North America, a joint venture controlled by PSL Limited, a world leader in spiral pipe production, has received its first load of steel coil to begin pipe manufacturing.
PSL-NA is the first major manufacturing project to announce its location to the Port of Bienville Industrial Park following Hurricane Katrina. PSL-NA is installing a Pipe Manufacturing and Coating Facility on a 145 acre site located just outside Bay St. Louis, Mississippi. Nearly all of PSL-NA’s first-year production has been purchased for an end-user constructing a 450-mile pipeline in Florida, thus securing the jobs of its current employees. PSL-NA has been operational on a limited basis for several months while developing its product to meet strict API standards.
Following the devastation wrought by Hurricane Katrina, the Mississippi Development Authority (MDA) provided Hancock County with $9 million in Community Development Block Grant (CDBG) funds. These dollars were made available for use on public infrastructure construction such as water, sewer, roads, railroads, and bulkhead for the shoreline. Along with PSL-NA’s executive team, much of the success is attributed to the diligent work of Governor Haley Barbour, MDA, Hancock County, the Mississippi Power Company, and the Hancock County Port and Harbor Commission.
Neel-Schaffer’s participation in the PSL-NA project included:
contracting topographic and boundary surveys for the 145-acre site,
- obtaining wetlands permits,
- obtaining Archeological and Threatened and Endangered species reports,
- conducting a Phase 1 Environmental Survey,
- preparing a Storm Water Pollution Prevention Plan, and
- obtaining Water Quality Certification.
